Phase by phase
A career in four parts
Diplomacy (1974–2013). He served 39 years in the Indian Foreign Service, including bilateral postings in Asia, Europe and Latin America and multilateral work at the UN in Geneva and New York.
Policy work (2013–2017). At the International Peace Institute in New York he was Senior Adviser and then Vice-President. He was also Secretary General of the Independent Commission on Multilateralism and chaired the governing bodies of RIS in New Delhi. He wrote Perilous Interventions (2016) and Delusional Politics (2018).
Parliament (2018–present). He has been a Member of the Rajya Sabha from Uttar Pradesh since January 2018 and was re-elected in November 2020. He contested the Amritsar Lok Sabha seat in 2019 and was not elected.
Ministerial office (2017–present). He held Housing and Urban Affairs from 2017 to 2024 and Civil Aviation from 2019 to 2021. He was also a Minister of State in Commerce and Industry. He has been Cabinet Minister for Petroleum and Natural Gas since July 2021.
