Refining & Petroleum Products

India refines more crude than it consumes as products, making it a net exporter of refined fuels even though it imports most of its crude. This page covers refining capacity, what refineries produce, and where the products go.

Throughput can exceed nameplate capacity. Refineries often run above design capacity, and "products" includes output from fractionators and gas-processing units as well as crude distillation. PPAC lists 24 units, including HRRL, which was commissioned in FY 2026-27. One unit (CPCL's Cauvery Basin refinery) shows zero capacity.

Recent trend

Consumption, April–August 2026

Provisional data for the first five months of FY 2026-27 show total product consumption of 96.2 MMT, 3.9% lower than a year earlier. LPG consumption fell 16.8% and product imports fell 46%. PPAC does not give reasons for these changes. See 2026 context for documented events of the period.

What this page does not claim

This page does not rank refineries or companies, or give capacities for individual plants, because those figures were not checked against current official sources. PPAC's full Ready Reckoner has refinery-wise data: PPAC Ready Reckoner FY 2025-26.
